Car rental in Dubai used to be a paper affair. Often it would involve sitting at a counter with a clipboard and a photocopy of your passport. You would sign a form, leave your credit card as security and hope the rental staff took note of the scratches on the car's bumper.

Much of that has moved to phones and city-owned systems. Contracts are signed with codes sent via text. Toll gates read electronic tags affixed to windscreens. Parking is paid via WhatsApp. From a renter's perspective, each system is consistent, and the systems help renters manage their budgets.

The contract has gone digital

In 2021, the Roads and Transport Authority of Dubai (RTA) launched its Transportation Activities Rental System to transition rental agreements to an electronic format. It also stated that the system is the first of its kind to generate electronic or 'smart' rental contracts in the Emirate of Dubai. The RTA has further evolved the system and mandated rental offices to use a unified contract.

In practice, this changes the handover process. The person collecting the car goes through a verification process and signs with a one-time password to confirm the contract. Photos are taken to show the condition of the car at handover and at return, which helps resolve disputes. The unified contract also protects the customer from undisclosed fees. A circular issued in 2024 by Dubai's consumer protection authority mandates that a security deposit be returned to the customer within 30 days of the car's return and limits deductions to actual costs, such as tolls, fines and damage, plus administrative fees.

Tolls and parking that price themselves

The main difference now is that tolls and parking change with the clock. The 10 Salik gates in Dubai switched to variable pricing at the end of January 2025. From Monday to Saturday, crossings cost more between 6am and 10am and between 4pm and 8pm. Off-peak hours cost less. Crossings are always free between 1am and 6am, and on Sundays, one lower rate applies the entire day. Since June 2026, tolls have also carried VAT, so crossings during peak hours now cost AED 6.30.

From April 2025, public parking in Dubai introduced peak and off-peak rates, with the highest rates applied to the 'premium' public parking zones. 'Premium' public parking zones are public parking spaces located near metro stations and commercial areas. As of June 2026, the peak rate for the 'premium' public parking zones, including VAT, was AED 6.30 per hour. Payment options are available through the Parkin app, the RTA app, text messages, and WhatsApp. Payment via WhatsApp carries no messaging fee.

Salik's plate-reading cameras and accounts now also handle paid parking at some locations. Since July 2024, Salik accounts have been accepted to pay for parking at the Dubai Mall. As of January 2026, travellers at Dubai International Airport have the option to pay for parking using their Salik wallet, without the need to take a parking ticket. For a rental car, charges land on the vehicle's account first, and you later receive the bill.

Where all-inclusive rental fits in

Pricing that already includes tolls becomes simpler to manage with all the meters in place. Trinity Rental provides a good example of this. With more than 80 vehicles spanning premium sedans to exotic supercars, the company offers low-mileage 2024 to 2026 model year vehicles across its elite and prestige fleet. No deposit is required, and the price includes toll roads, VAT, insurance, and 300 km a day. As a result, you won't have to pay unexpected tolls at the end of the week.

The service offers delivery and pickup of the car anywhere in Dubai (including hotels, offices, homes, and the airport) and a full tank of fuel. Payment can be made in cash, by card (Visa/Mastercard) or by cryptocurrency. The dedicated manager assigned to the reservation can arrange a car with a driver (for a VIP transfer or a full day of trips). For first-time visitors who rent a car in Dubai, Trinity car rental makes most of the costs of renting a car clear in advance, alongside the luxury of the car itself.

Cameras that see more than the driver thinks

Now, Dubai Police cameras can detect infractions of seatbelt and mobile phone laws through tinted glass. Not wearing a seatbelt costs AED 400 and four black points, and using a phone at the wheel costs AED 800 and four black points. In October 2025, the police also showed an AI system that records several offences, such as tailgating, with no officer involved. The points do matter: 24 points lead to a licence suspension. Points from fines on a rental car can be transferred to the renter's own licence if they hold a UAE licence.

For potential renters, the main point to take away is that fines do, in fact, follow you. There are a few habits to keep a clear record:

• Check the peak toll hours before a long cross-city drive.

• Pay for parking via an app or WhatsApp, and take note of the zone code on the sign.

• Keep your phone in a mount, not in your hand.

• Ask how tolls, parking and fines are charged to the customer upon return of the vehicle.

• Take your own photographs of the car at handover, even if the company takes photos too.

Electric and driverless: the next layer

According to the Dubai Electricity and Water Authority, Dubai had almost 48,000 electric vehicles at the end of 2025, up by more than a quarter in a year, and more than 2,200 charging points by the end of March 2026. The RTA reported that the number of electric vehicles in rental fleets grew by half in 2024, with the sector already comprising over 3,400 companies and about 71,000 vehicles.

Driverless cars are already transporting customers. WeRide and Uber started fully driverless paid rides in Umm Suqeim and Jumeirah at the end of March 2026. Baidu's Apollo Go launched its driverless taxi service in Dubai with the Dubai Taxi Company a few days later. The service began with 50 driverless taxis, and more than 1,000 are planned over the next few years. The city's target is for a quarter of all trips to be autonomous by 2030.

A smarter way to rent

None of this takes away from the importance of the car. However, it changes what counts as a 'good' car rental. Deals are done in a matter of minutes. Drivers are billed for tolls and parking automatically. The smoothest experience is had by renters who know how each system bills them, or who choose an option where most costs are built in.
