The Dubai Ruler announced this in a document called '4th of January Document' that he released on Saturday, January 4.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has announced the formation of a Dubai Council that will "map out the vision for the emirate's next 50 years".

The announcement coincided with the 14th anniversary of his Accession as Ruler of Dubai that falls on January 4.

Sheikh Mohammed tweeted the 'January 4 Charter' that reaffirmed that the ultimate goal of the new system in Dubai is to "create transformations, overcome emerging challenges, rejuvenate ideas and ensure a better future for our current and next generations for whom we strive to leave the world's most livable city".

Sheikh Mohammed became the Ruler of Dubai on January 4, 2006, following the death of his brother Sheikh Maktoum bin Rashid Al Maktoum.

"Today, on January 4, 2020, we renew our pledge to continue advancing Dubai, serving justice and improving the quality of life for the current and future generations without delay or obstruction," he said in the charter.

The Dubai Council, which will be chaired by the Dubai Ruler, will have Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, and Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, as the first and second deputies. Six officials in Dubai were appointed to oversee the six strategic growth pillars of the emirate.
