The Ministry of Human Resources and Emiratization (MOHRE), formerly known as the Ministry of Labour, is responsible for implementing labour laws and resolving disputes at work. The UAE has specific laws to protect employee rights. The following guide explains how to file a MOHRE complaint, as well as all the situations that could lead to you having to do so.

In reality, employees choose labour complaints if they think their hard earned money will be lost, and this is the most uncertain phase of expat life since employees aren't certain of the outcome. Here is a guide to registering a MOHRE complaint.

In this post, we will walk you through how to file a complaint with the Ministry of Labour through their online complaint system in the UAE.

MOHRE online complaint option 

Through MOHRE Official Website: 

MOHRE offers both a mobile app and an official website for employees and employers to lodge complaints. To make a complaint, follow these steps:

1. Visit MOHRE official website (Click on the link)

2. Choose 'Register Labour Complaints'.

3. Click the 'Start Service' button.

4. Choose 'Complaint Type'.

5. Enter the Applicant Type, Work Permit Number, and Unified Number.

6. Fill out the Complaint Request Details.

7. Click on Submit.

Upon completion, employees and employers will receive a confirmation sms from MOHRE mentioning the following details in Arabic and English on their registered mobile phones:

-Appointment date and time
-Complaint number
-Employee name
-Employee work permit number
-Establishment (company) number
-Location map of TWAFOUQ center

Through MOHRE Mobile Apps:

In order to start filing a complaint through the MOHRE, please follow the links below to download the mobile app from the MOHRE website.

1. Download the app for your mobile phone: Android  Apple|IOS 

2. Upon downloading and installing MOL, open it, go to the menu, and then click on the services link. After services overview, click on employee. Click on employee tab to view government services related to employees. Click on complaint icon.

3. You will be redirected to a user verification page. The system will verify the employee's contact information using the OTP. Enter your name, active mobile number, and click "Send OTP". Enter the code and click on verify OTP.

4. To file a salary complaint with the Ministry of Labor, click on Employee option.

5. Fill in your passport number, nationality, and date of birth then press submit.

6. After submitting the complaint request, you will receive an sms on your provided mobile number with details of your complaint, including the company name with code, employee name with work permit number, and most importantly the UAE labour complaint number, sometimes referred to as complaint reference number or complaint application number.

MOHRE Call Centre by dialing 80060

1. Call the MOHRE call center at 80060.

2. Your complaints will be addressed by the customer care representative.

3. The Department of Complaints and Advice will be contacted if they are unable to resolve your concerns right away.

4. The case will be closed if the department resolves it.

5. In case the complaint is not resolved satisfactorily, the person in charge will guide you to file an official complaint leading to a court case.

TWA-FOUQ Service Centres

Upon receiving your complaint request, the TWAFOUQ center (Mohre) will send an SMS to both parties urging them to discuss the issue. If both parties can resolve the dispute, the case can be closed upon confirmation from both parties by phone.

As soon as the employee or employer is at the Twafouq office, they will inform customer services of their appointment. The receptionist will enter the case number so the legal researcher can set up a meeting. Both parties will also receive an SMS upon arrival. We suggest arriving 10 minutes early.

If both parties agree to settle dispute: If the employee or employer agrees to resolve a case after the first meeting, the twafouq staff will ask the employee or employer to clear the debts, dues or any final settlement in front of him. If handled successfully, the case will be marked closed (closed) in system, and a signature will be taken from both parties. The settlement will also be confirmed by SMS.

If parties do not agree for settlement: If reconciliation fails, the case will go to court. Unless both parties agree to a friendly settlement, the twafouq center will not be able to decide the settlement option after the case is forwarded to the labour court.

Labour Courts

As part of the service center's case memo, the Twa-fouq service center provides an overview of the dispute to the court. In this memo, the labour department also provides its comments and the evidence of both sides. After receiving the request, the court will set a hearing date within three days. A representative of the labour department may be summoned to appear in court to explain the details of the case, if necessary. Afterwards, a decision will be made.

How To Check MOHRE Complaint Status in UAE

To check the complaint status of MOHRE, follow these steps:

1. Visit the MOHRE Services section, and click on the link to visit the official portal.  

2. Enter your complaint reference number.

3. Click on Submit

You will receive an update on the status of your complaint.

The Dubai Police allow employees to file complaints about their employers.

3. Labor accommodation safety and security

The complaint service is only available to employees who have residence visas issued from Dubai. You can register a complaint for free through the following channels.

1. Through Dubai Police Website
2. Through Dubai Police Smart App
3. By visiting the nearest police station
4. Through the toll-free number 901
5. Send an email to mail@dubaipolice.gov.ae
      
Registrating a complaint with the Dubai Police:

In order to register a complaint with the Dubai Police, you must provide the following details:

1. A Valid Emirates ID number
2. Mobile number that is in use
3. Valid Email ID
4. Name of company as listed in the license
5. Complaint details of up to 512 characters
6. Select the captcha image and click submit

If you think you have all the necessary information required for the complaint, visit Dubai Police official web page to file your complaint. 

Fees to be paid by the complainant:

The MOHRE complaint service is free. If a company is facing a claim, there can be fees involved. If the amount claimed exceeds AED 100,000, 5% of the amount will be charged as court fees. A maximum fee of AED 20,000 will be charged.  

Things to know when u file a complaint in UAE:

1. You can track the status of your complaints in the Mohre app.

2. The administration of the employee establishment will be contacted for any questions regarding the complaint when it is submitted to the Dubai Police or the Ministry of Human Resources and Emiratization.

3. Knowing your rights is important before filing a complaint.

4. Do not be afraid of employer reaction, no one in UAE is above law, always speak truth and be confident.

5. Make sure you check your labor contract online and read through all the articles so you know what you have signed in your contract and what benefits you are entitled to, according to UAE labor laws.
