Having your child's birth registered is necessary if your child is born in Dubai so that their identification documents can be obtained. Your first question, if you have just moved to Dubai, will probably be 'how do I register a child's birth in Dubai?' In order to make the process easier, we have compiled a simple guide to birth registration in Dubai. It will enable you to register your child's birth and obtain a valid Dubai birth certificate.

The process of registering a newborn's birth in Dubai for Expats:

The steps for getting a Dubai birth certificate are listed below: 

Step 1: Obtain a Birth Certificate 

It takes expatriate residents in Dubai 30 days to obtain a birth certificate after a child is born.

Dubai's concerned authorities require the following documents from expat parents to issue a birth certificate:

1. Original and stamped birth notification from the hospital where the birth occurred as well as the discharge summary

2. Original marriage certificate with Arabic translation and attestation

3. A copy and original of the parents' passports or an original Emirates ID card

When your child was born at home and not at hospital in Dubai: Besides the above documents, you will need a letter from the court stating that the delivery of your child took place at home or elsewhere, If the child was not born in a hospital in Dubai. It should include the place and date of birth and the names of the parents.

When the father is not a resident of the UAE: If a child is born in the UAE and the father is not a resident of the country, the following documents are required:

1. Authenticated marriage contract

2. A declaration from the wife confirming the continuity of the marriage

3. Certified copy of the husband’s passport, or a letter from the embassy stating the father’s nationality, or a declaration from the husband attested by his country’s embassy, establishing his relationship with the child. 

When the child is born in any of the public hospitals in Dubai: An Arabic birth certificate can be obtained at the dedicated counters public hospitals when a child is born. Several hospitals in Dubai issue Arabic birth certificates, including Dubai Hospital, Rashid Hospital, and Latifa Hospital.

When your child is born in any of the private hospitals in Dubai: A birth certificate can be obtained from the Service 1 Center in Emirates Tower or the Preventive Medicine Centre in Al Baraha. If the parent requests it, these two centers can issue English birth certificates. 

The MOHAP website's e-services portal allows you to apply for a birth certificate online. Birth certificates can be issued online in Arabic or English through the MOHAP portal. 

Following submission and verification of these documents, the birth certificate will be issued by the appropriate authority. A birth certificate usually takes 2-3 days to process and parents must visit the respective center to collect one.

Step 2: Attest the birth certificate 

The next step after issuing a birth certificate is to have it attested by the Ministry of Health and Prevention (MoHAP) and the Ministry of Foreign Affairs and International Cooperation (MOFA).

A typing center is recommended for attestation of birth certificates in Dubai. Dubai's typing centers will be able to facilitate the process correctly.

Step 3: Obtain identification documents of the baby

Once the birth certificate has been attested, the newborn's passport, Emirates ID, and visas can be issued. This procedure needs to be completed within 120 days after the birth of the baby.

The process of registering a newborn's birth in Dubai for UAE Citizens

UAE citizens must go through a slightly different process when issuing birth certificates. The birth certificate of an Emirati baby does not have to be attested. To assist in the registration of newborns, they also have a dedicated e-service platform called Mabrouk Ma Yak.

Step 1: Get all the documents ready

The following documents are required for UAE citizens to get a birth certificate in Dubai.

1. An original and stamped copy of the birth notification and discharge summary from the hospital where the delivery took place

2. A copy and an original of the marriage certificate of the parents. In the case of marriages outside the UAE, the marriage certificate must be attestation by the UAE Embassy abroad and the UAE Ministry of Foreign Affairs).

3. Originals and copies of the passports and IDs of the father and mother

4. The original and copy of the family book (if the mother's nationality is different, her passport with the residency page is required).

If the baby was born outside the UAE: 

As well as the above documents, the following documents are required:

1. An attested birth certificate from the UAE Embassy in the country of birth and the UAE Ministry of Foreign Affairs

2. A newborn's passport with an entry stamp

3. The Federal Authority for Identity and Citizenship issued a letter with a No Objection certificate confirming they can replace their birth certificates issued overseas with UAE birth certificates.

Step 2: Start the "MABROUK MA YAK" service

You can use the Mabrouk Ma Yak service by following these steps. Only Emiratis/UAE citizens are eligible for this service:

1. Once the baby is born, let the hospital know you'd like to use Mabrouk Ma Yak services. They will then issue an application.

2. Afterward, an SMS will be sent to the applicant's registered phone number with a link to complete the application online.

3. After that, parents can log in to the Mabrouk Ma Yak Service portal and fill out the newborn's name and upload a photo.

4. Paying the fees online is the last step

5. As soon as the fee is paid, the parent will receive an SMS with information about when they can visit the General Directorate of Residency and Foreigners' Affairs. Here, parents will need to carry their original family books.

6. The parents will receive all the necessary identification documents after visiting the General Directorate of Residency and Foreigners' Affairs. This includes the birth certificate, passport, and Emirates ID of their newborn child.

Cost of issuing a Birth Certificate in Dubai

The cost of issuing a birth certificate in Dubai is as follows:

1. On MOHAP's website, the application fee is AED 65 (including e-Dirham charge) for both Arabic and English certificates

2. A fee is charged by the Ministry of Foreign Affairs for the attestation of birth certificates. AED 60 for expats (excluding typing center charges) and AED 50 for UAE citizens

3. According to the package you select, typing center charges can range from AED 200 to AED 500.
